What is the best creative tool for DV360?
There is no single best one, because DV360 accepts four different creative types and no tool covers all of them well. Google Web Designer is the best free option for HTML5 display. Celtra and Bannerflow are the strongest choices for high volume automated production. For static image banners, a generator that renders every size at once is faster and far cheaper than any of them.
The useful way to choose is to work backwards from the line items in your media plan. A buy that is mostly standard image banners across the DV360 ad specs needs volume of static assets, not a rich media build tool. A buy that leans on expandable units, dynamic product feeds or interactive formats needs Studio or a full creative management platform, and a static image generator will not touch it. Most teams have both, and the mistake is buying one tool and pretending it covers the other.
Does Google have a free tool to build DV360 ads?
Yes. Google Web Designer is free and purpose built for this: it produces animated HTML5 creatives and exports packages that upload directly into Display & Video 360, Campaign Manager 360 and Google Ads. The catch is not price, it is labor. Google Web Designer is a design application, so it assumes someone who can lay out a timeline, manage assets and debug a package that fails validation. It removes the software cost from HTML5 production and leaves the hours exactly where they were. If your constraint is budget, it is the obvious answer. If your constraint is that nobody has three days to build seven sizes, it does not help.
Can you build HTML5 ads for DV360 without a developer?
You can. Google Web Designer, The Brief and the enterprise automation platforms all produce valid HTML5 packages without hand written code. What none of them removes is the need to respect the delivery limits, and those are where DIY packages usually fail. DV360 accepts a ZIP of up to 100 files with no cap on the ZIP itself, but limits what a browser actually downloads when the ad serves to 5 MB.

Enterprise platforms are sold with implementation because they require it: connecting a product feed, mapping brand rules into templates and configuring approval roles across markets is weeks of setup, and the vendor is pricing an outcome rather than a seat. Ask for the minimum annual commitment early, because that number, not the monthly rate, is what you are signing. It is also worth noting that these subscriptions stack on top of the DSP fee, the ad server and whatever analytics sit around them, and the true monthly total is easy to lose track of until somebody actually maps what the software stack costs across the team.
Do I need a creative management platform for programmatic display?
Run the variant math before deciding. Multiply your active campaigns by the creative angles each should be testing by the placement sizes you actually run. Below roughly thirty finished assets a month, a designer with good templates is cheaper and produces better craft. Above that, manual production stops scaling and creative testing quietly stops happening.
Display makes that arithmetic worse than any other channel, because the size count is the multiplier. Google documents roughly twenty commonly supported display dimensions, and a campaign running three angles across even seven of them is 21 finished files before anyone has had a second idea. The realistic answer for most US buys is to build the sizes that carry inventory rather than all twenty: 300 x 250, 728 x 90, 160 x 600, 300 x 600 and 320 x 50 reach the bulk of it, with 970 x 250 and 320 x 100 worth adding for premium desktop and better performing mobile slots. The one thing to decide before you shortlist
Sort the candidates by whether they assume an operator. Enterprise platforms are genuinely the serious tools in this category, and if you have an ad ops person who will own the configuration, the published rate cards will feel thin by comparison. If you do not have that person, buy something that produces usable output in the first hour and revisit the category when volume or headcount changes. An unconfigured creative management platform produces exactly nothing, and it invoices anyway.
